The forces of globalization as well as new pressures from citizens require leaders and managers to innovate as never before. The lecture will consider the international shifts from government to governance and from public administration to public management. These exciting changes open up new opportunities for local politicians and officials. But the challenge is a demanding one. How can we marry approaches which bring about startling improvements in service delivery alongside measures which spur democratic renewal?
