Over the past two years, Governor Arnold Schwarzenegger has chosen to use the direct initiative process to accomplish his policy goals, bypassing the legislature and placing his agenda directly on the ballot for voter approval or rejection. The seemingly constant battles in Sacramento, and perpetual elections campaigns resulting from them, especially on the part of the Governor, has heightened battles between Democrats and Republicans, a largely pro-labor and pro-consumer legislature and a pro-business governor, resulting in a November special election. To a considerable extent, California's future hangs in the balance, as significant policy decisions are left up to the public to decide. This special forum will concentrate on the five governor supported propositions as well as the implications the initiative process has on our legislative process. The California Agenda lecture series, a component of the Pat Brown Institute's Public Policy Education Program, was created to educate and engage California policymakers and decision-makers on important state public policy issues.
