Health Policy Outreach Center (HPOC)


Increased apprehension about a statewide decline in accessibility to adequate healthcare by many living in poor communities, and cutbacks in the public and non-profit health and social services sector, have adversely affected the East Los Angeles and West San Gabriel communities. There is great concern that the dismantling of the health service delivery system will create additional stress for families and communities already beset by multiple stressors.

In response to these issues, the Pat Brown Institute of Public Affairs (PBI) received funding from The California Wellness Foundation and Kaiser Permanente to establish the Health Policy Outreach Center (HPOC). HPOC examines issues influencing the health and well-being of the largely Asian Pacific Islander and Latino residents of East Los Angeles and the West San Gabriel Valley communities. HPOC has created a network of community partners, consisting mostly of non-profit, for-profit and public sector organizations to identify critical issues and collaborate on policy analysis and advocacy efforts.

HPOC endeavors to provide training, educational forums, applied research, technical assistance, and other resources to assist organizations who are interested in working to expand the influence of the Latino and Asian Pacific Islander communities in matters affecting the delivery of comprehensive health services in East Los Angeles and the West San Gabriel Valley. HPOC currently receives funding from The California Endowment, The California Wellness Foundation, and Kaiser Permanente.
