The Civic University was incubated in 2013 on a small scale. In 2014, the Institute began a new program, the Civic University, a joint project of the Institute, Cal State LA, and the office of Los Angeles Mayor Eric Garcetti. Evolving out of Mayor Garcetti’s successful City Government 101 program, PBI’s Civic University gives people the tools they need to understand local government and become advocates for their neighborhoods and interests.
By 2015, the Civic University was able to develop and implement its first non-credit certificate program in local government, through the University’s Professional and Global Education (PaGE) office. A cohort of more than 100 Los Angeles neighborhood council leaders completed a three-session course in city government. They received certificates signed by Mayor Garcetti and Cal State LA President Bill Covino. The neighborhood council Civic University program received funding from AT&T and the city’s Department of Neighborhood Empowerment. The demand for the Institute’s university certificated program has grown. The Civic University appeal is in great part due to its customizable curriculum. Although the objectives of Civic University remain unchanged from session to session, the content is adapted to meet the requestor’s needs, resources, participant profile, and the intended application of Civic University best practices.
